  On February 9th, the General Office of the State Council issued the Opinions on Accelerating the Construction of Waste Recycling System, which proposed to promote the recycling of retired wind power and photovoltaic equipment and establish and improve the responsibility mechanism for the disposal of retired equipment in wind power and photovoltaic power generation enterprises.   构建废弃物循环利用体系是实施全面节约战略、保障国家资源安全、积极稳妥推进碳达峰碳中和、加快发展方式绿色转型的重要举措。为加快构建废弃物循环利用体系,经国务院同意,现提出如下意见。

  一、总体要求

  加快构建废弃物循环利用体系,要以习近平新时代中国特色社会主义思想为指导,深入贯彻党的二十大精神,全面贯彻习近平生态文明思想,完整、准确、全面贯彻新发展理念,加快构建新发展格局,着力推动高质量发展,遵循减量化、再利用、资源化的循环经济理念,以提高资源利用效率为目标,以废弃物精细管理、有效回收、高效利用为路径,覆盖生产生活各领域,发展资源循环利用产业,健全激励约束机制,加快构建覆盖全面、运转高效、规范有序的废弃物循环利用体系,为高质量发展厚植绿色低碳根基,助力全面建设美丽中国。

  ——系统谋划、协同推进。立足我国新型工业化和城镇化进程,系统推进各领域废弃物循环利用工作,着力提升废弃物循环利用各环节能力水平。加强废弃物循环利用政策协同、部门协同、区域协同、产业协同,强化政策机制配套衔接。

Give full play to the decisive role of the market in resource allocation, better play the role of the government, establish a policy system and incentive and restraint mechanism conducive to waste recycling, stimulate the vitality of various business entities, guide the participation of the whole people, and enhance the endogenous motivation of waste recycling.

  By 2025, a waste recycling system covering all fields and links will be initially established, and positive progress will be made in the recycling of major wastes. The annual profit of tailings, fly ash, coal gangue, smelting slag, industrial by-product gypsum, construction waste, straw and other bulk solid wastes reached 4 billion tons, and the comprehensive utilization rate of new bulk solid wastes reached 60%. The annual utilization of major renewable resources such as scrap iron and steel, scrap copper, scrap aluminum, scrap lead, scrap zinc, waste paper, scrap plastics, scrap rubber and scrap glass reached 450 million tons. The annual output value of the resource recycling industry reached 5 trillion yuan.

  By 2030, a comprehensive, efficient, standardized and orderly waste recycling system will be built, the value of various waste resources will be fully tapped, the proportion of recycled materials in the supply of raw materials will be further improved, the scale and quality of the resource recycling industry will be significantly improved, and the level of waste recycling will generally be at the forefront of the world.

  Second, promote the fine management and effective recycling of waste

  (a) to strengthen the fine management of industrial waste. Compacting the main responsibility of waste generating units and improving the general industrial solid waste management ledger system. Promote the classified collection and storage of industrial solid waste, prevent mixed pile and mixed discharge, and reserve conditions for resource recycling. Comprehensively investigate the solid waste storage sites left over from history, implement classification and rectification, and urge enterprises with large storage capacity to strengthen resource recycling. Improve industrial wastewater collection and treatment facilities. Encourage waste generating units and using units to carry out peer-to-peer directional cooperation.

  (2) Improve the agricultural waste collection system. Establish and improve the collection, treatment and utilization system of livestock manure, and build supporting facilities such as centralized collection and treatment of livestock manure and storage and utilization of biogas residue and biogas slurry according to local conditions. Improve the straw collection, storage and transportation system, guide large straw producers to collect and store on the spot, and cultivate third-party service subjects for collection, storage and transportation. Guide local governments to strengthen the recycling of waste agricultural materials such as agricultural film, pesticide and fertilizer packaging, agricultural machinery and tools, fishing nets, etc. Give full play to the recycling network function of the supply and marketing cooperation system.

  (3) Promoting the classified recycling of social source wastes. Continue to promote the classification of domestic waste. Improve the recycling network of waste household appliances, electronic products and other waste materials. Further improve the pretreatment capacity of waste materials recycling. Promote the "two networks integration" of domestic waste sorting outlets and waste material recycling outlets. Improve the recycling network of rural waste materials according to local conditions. Revise the regulations on construction waste management and improve the construction waste management system. Encourage public institutions to play a leading role in the classification and recycling of waste materials. Support the development of "internet plus Recycling" mode. Promote qualified production and sales enterprises to carry out reverse logistics recycling of waste products. In-depth implementation of the producer recycling target responsibility system in the fields of household appliances and electronic products. Strengthen the recycling of urban landscaping garbage. Accelerate the construction of urban domestic sewage collection pipe network.

  Third, improve the level of waste recycling and reuse

  (four) to strengthen the comprehensive utilization of bulk solid waste. Further broaden the channels for comprehensive utilization of bulk solid wastes, strengthen the popularization and application of comprehensive utilization products in the construction field on the premise of meeting environmental quality standards and requirements, and unblock the utilization channels of underground filling, ecological restoration, subgrade materials, etc., so as to promote efficient extraction and clean utilization of valuable components in tailings and smelting slag. Increase the research and development of technology and equipment for large-scale utilization of complex and difficult-to-use industrial solid waste. Continue to promote the comprehensive utilization of straw.

  (5) Strengthen the efficient utilization of renewable resources. Encourage the reasonable extension of the deep processing industrial chain of renewable resources such as scrap iron and steel, scrap nonferrous metals, waste paper and waste plastics. Support the greening, mechanization and intelligent upgrading of existing renewable resources processing and utilization projects. Encourage enterprises and scientific research institutions to strengthen the research and development of technical equipment and support the popularization and application of technology. Accelerate the recycling of sewage, combine the upgrading and capacity expansion of existing sewage treatment facilities, systematically plan and build sewage recycling facilities, and implement regional reclaimed water recycling projects according to local conditions.

  (six) to guide the convenience and standardization of second-hand commodity transactions. Encourage the development of "internet plus second-hand" model. Support conditional areas to build centralized and standardized second-hand commodity trading markets. Improve the management system of secondhand goods trading, study and formulate the management methods of online secondhand goods trading, and improve the personnel training and management mechanism of secondhand goods evaluation and appraisal industry. Relevant regulations on information clearing methods for second-hand commodity trading enterprises when trading electronic products such as tablet computers and mobile phones were issued to ensure the information security of sellers when trading second-hand goods. Study and solve the intellectual property problems involved in services such as resale and renovation of secondhand goods or related commodities. Support the export of used cars that meet the quality and other related requirements.

  (seven) to promote the remanufacturing of waste equipment. We will promote the development of remanufacturing industries in traditional fields such as automobile parts, construction machinery, machine tools and cultural office equipment, and promote the application of key technologies in remanufacturing such as nondestructive testing, additive manufacturing and flexible processing. Under the premise of fulfilling the obligation to inform consumers and obtaining the consent of consumers, we will encourage the application of remanufactured products of auto parts in after-sales maintenance and other fields.

  (eight) to promote the utilization of waste energy. Accelerate the construction of urban domestic waste treatment facilities and fill the shortcomings of domestic waste incineration treatment capacity in county-level areas. Promote the construction of kitchen waste treatment facilities in an orderly manner, and improve the level of energy and resource utilization of kitchen waste such as waste oil. Promote the development and utilization of agricultural and forestry biomass energy according to local conditions, and steadily promote the diversified development and utilization of biomass energy. In accordance with relevant laws and regulations, environmental and safety standards, and under the premise of feasible technology and controllable environmental risks, we will promote the coordinated disposal of some solid wastes by domestic waste incineration facilities in an orderly manner.

  (nine) to promote the resource recycling production mode. Promote the cascade utilization of energy, recycling of water resources and comprehensive utilization of solid waste within enterprises, parks and industries, and strengthen the resource utilization of industrial residual pressure waste heat and waste gas and liquid. Study and formulate guidelines for the development of circular economy in manufacturing industry. Strengthen cleaner production audit and application of results in key industries. Deepen the construction of green mines. Promote waste gas recovery and resource utilization in the production process of key industries. Support the resource utilization of carbon dioxide and the exploration and application of carbon sequestration technology model. In-depth implementation of circular transformation of the park. Actively promote the construction of eco-industrial parks. Promote the combination of planting and breeding, agriculture and animal husbandry and other recycling agricultural production models.

  Fourth, strengthen the recycling of key wastes

  (ten) to strengthen the recycling of waste power batteries. Strengthen the traceability management of power batteries for new energy vehicles. Organize the action of producer recovery target responsibility system. Establish and improve the standard system of power battery ecological design and carbon footprint accounting, actively participate in the formulation of international standards for power battery recycling, and promote international cooperation and mutual recognition of standards and norms. Vigorously promote the product quality certification of step-by-step utilization of power batteries, and study and formulate technical specifications for recycling and dismantling enterprises of used power batteries. Carry out a joint special inspection campaign to clean up the "workshop recycling" of used power batteries. Study the import management policy of used power batteries.

  (eleven) to strengthen the recycling of low-value recyclables. Guide local governments to improve the catalogue of low-value recyclables, and continuously improve the classification accuracy of low-value recyclables such as waste glass and low-value waste plastics in the classification of domestic garbage. Support all localities to incorporate the recycling of low-value recyclables into the scope of government procurement services. Encourage all localities to explore ways such as franchising to promote the recycling of low-value recyclables. Encourage qualified places to implement subsidy policies for the recycling of low-value recyclables.

  (twelve) to explore the new waste recycling path. Promote the recycling of retired wind power and photovoltaic equipment, and establish and improve the responsibility mechanism for the disposal of retired equipment in wind power and photovoltaic power generation enterprises. Promote the recycling of waste in new infrastructure areas such as data centers and communication base stations. Study and revise the Catalogue of Disposal of Waste Electrical and Electronic Products, strengthen the management of new electrical and electronic wastes, and improve the supporting environmental management policies such as the qualification license for disposal of waste electrical and electronic products.

  Five, cultivate and expand the resource recycling industry

  (thirteen) to promote the development of industrial agglomeration. We will upgrade the demonstration bases of "urban minerals", support the development of industrial clusters such as demonstration bases for comprehensive utilization of bulk solid wastes and bases for comprehensive utilization of industrial resources, and further promote the construction of key cities for recycling waste materials. Implement the strategy of main functional areas, and guide all localities to optimize the industrial layout of resource recycling according to the resource endowment, industrial structure and waste characteristics of the region in combination with the requirements of ecological environment zoning management and control.

  (fourteen) to cultivate key enterprises in the industry. Cultivate a number of industry backbone enterprises with excellent technology and equipment, standardized management and operation, outstanding innovation ability and strong leading and driving force in different fields and regions. Encourage key urban agglomerations and metropolitan areas to establish and improve regional waste collaborative utilization mechanisms, and support the layout and construction of a number of regional waste recycling key projects. Support domestic resource recycling enterprises to "go global" and make positive contributions to the construction of the Green Silk Road. Guide state-owned enterprises to play a leading and exemplary role in waste recycling.

  (fifteen) to guide the development of industry norms. Standardize the management of enterprises that process and utilize renewable resources such as waste electrical and electronic products, waste motor vehicles, waste plastics, waste steel and waste nonferrous metals. Strengthen the information supervision of the prevention and control of environmental pollution by solid waste, and promote the whole process monitoring and information traceability of solid waste. Strengthen the supervision and management of waste recycling enterprises to ensure stable discharge standards. Investigate and deal with illegal recycling and dismantling of scrapped motor vehicles and discarded electrical and electronic products according to law. Strengthen the management of renewable resources recycling industry. We will crack down on illegal activities in the recycling of renewable resources and the trading of second-hand commodities according to law.

  Sixth, improve the policy mechanism

  (16) Improve support policies. Make full use of existing capital channels to strengthen support for key projects of waste recycling. We will implement the preferential policies of value-added tax and enterprise income tax for the comprehensive utilization of refined resources. Refine the requirements of environmental protection standards for storage or disposal of solid waste, comprehensively consider the environmental harm degree of solid waste, environmental protection standards, tax collection and management basis and other factors, improve the policy implementation caliber of environmental protection tax for solid waste, increase the intensity of collection and management, and guide the priority recycling of industrial solid waste. Orderly implement classified pricing and metering charges for domestic waste. Promote the application of green financial tools such as green credit, green bonds and green trusts, and guide financial institutions to increase their support for waste recycling projects in accordance with the principle of marketization and rule of law.

  (seventeen) improve the land security mechanism. All localities should co-ordinate the construction of recycling facilities such as classified collection and transit storage of social source wastes in the region, and bring them into the scope of land for public infrastructure to ensure reasonable land demand. Encourage the city people’s government to improve the land guarantee mechanism for resource recycling projects, and set aside a certain space in the planning for ensuring resource recycling projects.

  (eighteen) improve the mechanism of scientific and technological innovation. Encourage local organizations to promote docking, exchange and training of waste recycling technology, and promote the industrial application of technological achievements. Incorporate the research and development of key technologies and equipment for waste recycling into the relevant key special support scope of the national key research and development plan. Support enterprises to cooperate with universities and research institutes in Industry-University-Research.

  (nineteen) improve the promotion and application mechanism of recycled materials. Improve the standard system of recycled materials. Study and establish a certification system for recycled materials to promote international cooperation and mutual recognition. Research on carbon footprint accounting standards and methods of key recycled materials. Establish government green procurement demand standards, and bring more qualified recycled materials and products into the scope of government green procurement. Combined with the implementation of the extended producer responsibility system, the application and upgrading of recycled materials will be carried out to guide automobile, electrical and electronic products and other production enterprises to increase the proportion of recycled materials. Encourage enterprises to incorporate the application of recycled materials into the scope of corporate social responsibility.

  Seven, strengthen the organization and implementation

  (twenty) to strengthen organizational leadership. Insist on strengthening the overall leadership of the Party and the centralized and unified leadership of the CPC Central Committee, implement the leadership of the Party in the whole process of accelerating the green transformation of development mode, and effectively accelerate the construction of a waste recycling system. All relevant departments in all regions should improve the working mechanism, refine the objectives and tasks, and ensure that all policy initiatives and key tasks are effective. The National Development and Reform Commission should strengthen overall coordination, evaluate the implementation of this opinion in a timely manner, and jointly with relevant departments, explore the effectiveness evaluation of urban resource recycling and strengthen support and guidance with key cities built with waste materials recycling system, cities that have carried out domestic waste sorting work, and "waste-free cities" as the main body. Ask for instructions on major issues in a timely manner.

  (twenty-one) do a good job in publicity and guidance. Incorporate the concept of circular economy knowledge into the relevant education and training system. At important time nodes such as National Ecological Day, National Energy Conservation Publicity Week, National Low Carbon Day and Environment Day, various publicity and education activities will be carried out to vigorously publicize the significance of waste recycling and related policies and measures. Summarize the promotion experience and typical practices in time.

  (22) Strengthen international cooperation. Actively participate in the setting of issues in the field of international circular economy and strengthen international cooperation in the framework and multilateral mechanisms such as the United Nations and the World Trade Organization. Establish bilateral cooperation mechanisms in the field of circular economy with more key countries and regions, and deepen bilateral cooperation in the form of policy dialogue, economic and trade cooperation, experience sharing and capacity building.
