A, excavation construction
1. Through daily line patrol, telephone contact and other channels, we receive the information that there is a certain type of construction in a certain area of a certain line under our jurisdiction. After on-site communication at the appointed time, we should know the specific construction unit, construction director, construction area, construction content, construction method, construction period and other related information of the contractor.
2. Confirm the direction, buried depth and laying mode of cables in the construction area through as-built drawings and other materials.
3. When the subject matter around the construction area changes greatly, it is impossible to confirm the relevant information with drawings, or when the drawings are inconsistent with the actual direction, buried depth and laying mode of the cable line, you should contact the cable surveying and mapping unit for actual field survey ①. During the survey, contact the specific person in charge of the construction unit to participate in and witness the survey results, keep photos and other relevant data and evidence, and immediately correct and complete the cable path signs after the survey is completed.
3.1 When the construction area is outside the cable protection zone (2m), the construction unit shall be informed of the route direction, buried depth and laying mode of our cable, and the person in charge of the construction unit shall be told not to infringe the cable protection zone. Arrange the guard team to focus on strengthening the inspection of the construction area and encrypt the cable signs at the construction site.
3.2 If the construction area is within the cable protection zone (2m), continue to 4.
4. On the premise that the operators know the specific construction unit, construction director, construction area, construction content, construction method, construction period and other relevant information of the contractor and confirm that the construction director clearly understands the direction, buried depth and laying mode of our cable path, on-site construction consultation will be conducted. The specific requirements and other basic principles for the crossing and parallelism between our cable lines and pipelines and structures shall be subject to the Cable Transport Regulations ②. If the cable lines are not explicitly required in the Cable Transport Regulations, we shall negotiate with the constructor on the premise of absolutely protecting the cable lines from external forces, and remember that the construction of external pipelines and structures shall not hinder the future maintenance and repair work.
5. Both parties must sign the Safety Agreement after negotiation, and the signature and seal are valid. The signature and telephone number of the construction party (Party B) must be verified, and the name and telephone number must be confirmed to be true!
6. Large-scale complex construction site, construction site with long construction period, or when the construction party needs to excavate cable structures such as cable trench, pipe drainage or even pipe jacking during the construction process, the construction party must issue a Construction Organization Plan at the same time of signing the Safety Agreement, which must include how the construction party can safely and effectively complete its own construction arrangement after knowing the relevant information of the cable line, and ensure the safe operation of the cable line. Special personnel must be assigned to watch the construction site ③.
7. Pay close attention to and supervise the construction progress at any time. If there is any violation of the Cable Transport Regulations or the Safety Agreement, it should be stopped in time, and the construction can be continued only after consulting again and ensuring that there is no risk of cable breakage. Before the construction is completed, it should be checked again to confirm that the relevant indicators are qualified.
8. The subway station construction yard is special, and should be regarded as a large-scale complex construction site with a long construction period. Establish contact with the subway project manager and provide him with relevant information such as the route direction, buried depth and laying mode of our cable. According to the previous construction experience in the subway construction yard, there will be many times of pipeline cutting and modification related to the cable in our yard, and the subway construction will also carry out drilling construction such as ground subsidence and underground wall strength survey for many times, so it is necessary to arrange special personnel to be on duty ④ and sign the Safety Agreement with the general contractor of the subway project (such as China Railway xx Bureau and Tianjin Urban Construction Group).
