  On April 9th, the Office of Pingdingshan Municipal People’s Government issued the implementation opinions on accelerating the adjustment of energy structure in Pingdingshan City, and the document pointed out that new energy resources should be vigorously developed. Focus on Ye County, Baofeng County, Ruzhou City, jia county and other places to promote the implementation of centralized wind power projects of 100,000 kilowatts and above. By 2025, we will strive to increase the installed capacity of grid-connected wind power by 1.2 million kilowatts, with a total scale of about 3 million kilowatts. Encourage key energy enterprises to participate in distributed photovoltaic construction in development zones and industrial parks. Combined with the treatment of coal mining subsidence area and the rational development and utilization of barren hills and slopes, we plan to build a centralized photovoltaic power station and explore and promote the construction of "photovoltaic+"base.   Opinions of Pingdingshan Municipal People’s Government Office on Accelerating the Adjustment of Energy Structure in Pingdingshan City

  In order to speed up the construction of a green, efficient and safe energy security system, and promote the implementation of the "double carbon" strategy and the modernization practice of Eagle City, with the consent of the municipal government, we hereby put forward the following implementation opinions, please implement them carefully.

  First, strengthen planning guidance

  At the end of the 14th Five-Year Plan, the installed capacity of new energy will reach 6 million kilowatts, the proportion will increase from 46% to 55%, and the proportion of new energy consumption will increase from 21% to over 30%, which is significantly higher than the national and provincial 14th Five-Year Plan.

  Main targets of energy structure adjustment and development in Pingdingshan city

  Second, adjust key tasks

  (1) Promote clean production of coal and electricity. Promote the construction of China Nylon City’s 2× 660,000 kW thermoelectric capacity replacement project; Improve and upgrade the deep heating transformation of 2×103 MW units in Luyang Power Plant and 2×63 MW units in Yaomeng Power Plant, and form three major power and heat source centers in the city. To promote the construction of coal reserve base, the city’s coal production capacity is stable at around 35 million tons. Increase the development and utilization of coalbed methane (gas), carry out pilot tests of ground drainage wells in Pingdingshan mining area, and promote comprehensive utilization and development projects of coalbed methane (gas).

  (2) Vigorously develop new energy sources. Focus on Ye County, Baofeng County, Ruzhou City, jia county and other places to promote the implementation of centralized wind power projects of 100,000 kilowatts and above. By 2025, we will strive to increase the installed capacity of grid-connected wind power by 1.2 million kilowatts, with a total scale of about 3 million kilowatts.   (3) Accelerate the construction of new energy storage bases. Strive for large-scale and diversified application scenarios of energy storage projects on the load side of the source network. Take Pingmei Shenma Group, Pinggao Group and Pingfa Group as the leaders to expand the energy storage materials and battery industry, improve the upstream and downstream facilities of the energy storage industry chain, and promote the development of the energy storage industry with key projects. The city plans to build 3 gas storage projects in salt caves with a total investment of over 10 billion yuan; There are 10 new energy storage projects with a total scale of about 1.2 million kilowatts and a total investment of over 6 billion yuan. In 2025, the grid-connected scale will strive to exceed 1 million kilowatts.

  (4) Accelerate the construction of a new power system and build a strong smart grid. Establish a scientific and efficient coordination mechanism for power grid construction with the integration of cities and counties, the coordination of government and enterprises, actively promote the optimization and upgrading of the main grid, accelerate the construction of power transmission and transformation projects such as Shaanxi-Anhui UHV, 500 kV Mogong expansion, Xiangshan expansion, Lushan pumping and storage, vigorously implement the renovation and upgrading of municipal power grids and rural power grids, accelerate the construction of new energy supporting power grids, and continuously improve the safety and supply of power grids, power supply quality and new energy consumption level.

  (5) Vigorously develop pumped storage. It is planned to develop Dushanling Pumped Storage Power Station in Lushan and Longfengshan Pumped Storage Power Station in Ruzhou, and plan to build small and medium-sized pumped storage power stations in Lushan County, Ruzhou City and wugang city.

  (6) Enhance the safe supply capacity of natural gas. Give full play to the advantages of salt cave resources, increase the introduction of natural gas sources, strengthen gas source protection, reduce the level of natural gas supply, and promote the quality and price of residential gas and the steady price reduction of industrial and commercial gas. At the end of the 14th Five-Year Plan, the city’s natural gas consumption reached more than 600 million cubic meters.

  Third, specific work measures

  (1) Actively promote the reform of incremental power distribution business. Accelerate the construction of the integration project of source, grid, load and storage, improve the consumption level of renewable energy, and reduce the electricity cost of strategic emerging industries and key projects. Focus on promoting the incremental power distribution business reform of China Nylon City and Pingmei Shenma Group, and build a demonstration project of integration of real source network and storage.

  Further improve the incremental distribution network and energy storage facilities in China Nylon City, take Nylon Construction and Investment as the leading factor, and intensify development. In 2025 and 2026, 200 MW and 300 MW wind power photovoltaic installations will be added respectively.

  Pingmei Shenma Group completed the Implementation Plan of Incremental Distribution Network, carried out the regional division of incremental distribution network and the handling of power supply business license, formulated a specific work plan to support the third-generation semiconductor material industrial park to reduce electricity consumption costs, and defined specific time nodes; Simultaneously improve the distribution network and energy storage power station, and promote the 250 MW wind and solar power project to land as soon as possible.

  (2) Building an empirical experimental platform for scenery storage (Pingdingshan base). Give full play to the geographical and climatic advantages of our city, the industrial advantages such as strong foundation of upstream and downstream industries of new energy and energy storage, and the pivotal role in Henan power grid, and plan and build an empirical experimental platform of scenery storage at a high level to promote the upgrading of new energy-related industries in our city and develop new quality productivity. The total investment of the empirical experimental platform project is estimated to be 5.7 billion yuan. The construction content includes about 700,000 kilowatts of photovoltaic and 300,000 kilowatts of wind power. About 530 kinds of empirical experimental schemes are preliminarily planned and arranged, and the sites are located in Baofeng County, Ruzhou City, Lushan County and Weidong District. The first phase of the project is located in Baofeng County, with an area of about 20,000 mu, and it is planned to start before the end of 2024.

  (three) the implementation of new energy development at the municipal level. Strengthen the municipal planning of new energy resources development and optimize the allocation of resources, and give priority to supporting enterprises that can invest in key industries and major projects in our city. Improve the classification management level of new energy project library, combine the maturity of warehousing projects, and promote it in batches and step by step according to the development idea of "reserving a batch, maturing a batch and building a batch" to accelerate the large-scale, high-proportion and high-quality development of new energy in our city.

  (4) Improve the project coordination and promotion mechanism. For major energy projects included in this opinion, the competent energy department shall, jointly with natural resources and planning, ecological environment, examination and approval, finance and other departments, ensure the smooth progress of preliminary work and project construction. Relevant departments give priority support in project approval, land use, funds and other aspects, and strengthen guidance services. Strengthen the tracking service of key energy projects, grasp the implementation progress in time, and actively assist in solving various problems. Strengthen the whole process management of energy projects, prevent illegal construction, and ensure the orderly construction of energy projects.
