  The Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Finance, the People’s Bank of China, the State Administration of Taxation, the General Administration of Market Supervision, and the seven departments of the General Administration of Financial Supervision jointly issued the Implementation Plan for Promoting Equipment Renewal in the Industrial Field, implemented the promotion of green equipment, accelerated the green transformation of production equipment, promoted the energy efficiency upgrade of key energy-using equipment, and accelerated the application of solid waste treatment and water-saving equipment through measures such as increasing fiscal and tax support.

  Implementation scheme of promoting equipment renewal in industrial field

  Promoting large-scale equipment renewal in the industrial field is conducive to expanding effective investment, promoting the continuous increase in the proportion of production capacity, and is of great significance to accelerating the construction of a modern industrial system. In order to implement the decision-making arrangements of the CPC Central Committee and the State Council, and promote equipment renewal and technical transformation in the industrial field, the following implementation plan is formulated.

  推动工业领域大规模设备更新,要以习近平新时代中国特色社会主义思想为指导,深入贯彻党的二十大精神,按照中央经济工作会议和中央财经委员会第四次会议部署,统筹扩大内需和深化供给侧结构性改革,围绕推进新型工业化,以大规模设备更新为抓手,实施制造业技术改造升级工程,以数字化转型和绿色化升级为重点,推动制造业智能化、绿色化发展,为发展新质生产力,提高国民经济循环质量和水平提供有力支撑。

  ——坚持市场化推进。坚持全国统一大市场,充分发挥市场配置资源的决定性作用,结合工业领域各类设备更新差异化需求,依靠市场提供多样化供给和服务。更好发挥政府作用,营造有利于企业技术改造和设备更新的政策环境。

  ——坚持标准化引领。强化技术、质量、能耗、排放等标准制定和贯标实施,依法依规引导企业淘汰落后设备、使用优良设备,提高生产效率和技术水平。统筹考虑行业发展和市场实际,循序渐进、有序推进。

  ——坚持软硬件一体化更新。主动适应和引领新一轮科技革命和产业变革,积极推进新一代信息技术赋能新型工业化,在推动硬件设备更新的同时,注重软件系统迭代升级和创新应用。

  By 2027, the scale of equipment investment in the industrial sector will increase by more than 25% compared with that in 2023. The penetration rate of digital R&D design tools and the rate of numerical control of key processes in industrial enterprises above designated size will exceed 90% and 75% respectively. The digital transformation of industrial enterprises will be fully covered in major industrial provinces, cities and key parks. The production capacity of key industries will basically withdraw below the energy efficiency benchmark level, the energy efficiency of major energy-using equipment will basically reach the energy-saving level, the intrinsic safety level will be significantly improved, the popularization and application of innovative products will be accelerated, and the proportion of production capacity will continue to increase

  Second, the key tasks

  (A) the implementation of equipment update action

  1. Accelerate the replacement of backward and inefficient equipment. In view of the industries where the overall production equipment such as industrial machinery, agricultural machinery, construction machinery and electric bicycles is at a low level, we will speed up the elimination of backward and inefficient equipment and old equipment that has been in service for an extended period. Focus on promoting the industrial machine tool industry to update machine tools that have been in service for more than 10 years; Agricultural machinery industry updates flexible cutting, forming, welding, manufacturing and production technologies and equipment; The construction machinery industry will update hydraulic presses, bending machines, outdated production lines and online testing equipment; The instrument and meter industry updates CNC processing equipment, verification equipment, etc. Textile industry updates short-process textile equipment such as rotor spinning machine, cotton spinning equipment such as spinning frame and automatic winder; The electric bicycle industry will update automatic welding robots, automatic spraying and drying equipment, electric or pneumatic assembly equipment, insulating withstand voltage tester, cyclic charge and discharge tester, etc.

  2. Update and upgrade the equipment. Enterprises are encouraged to update a batch of high-tech, high-efficiency and high-reliability equipment for industries where aviation, photovoltaic, power batteries, biological fermentation and other production equipment are in the middle and high level as a whole. Focus on promoting the aviation industry to comprehensively carry out the construction of large aircraft, large amphibious aircraft and aero-engine assembly integration capabilities and supply chain supporting capabilities; The photovoltaic industry will update the large thermal field single crystal furnace, high line speed and small wheelbase multi-wire cutting machine, all-in-one coating equipment, large-size multi-main grid assembly series welding machine and other equipment; The production equipment in the power battery industry is upgraded to high precision, high speed and high reliability, with emphasis on updating ultrasonic welding machines, laser welding machines, liquid injection machines, volumetric cabinets and other equipment; In the bio-fermentation industry, the extraction process was reformed, and evaporators, centrifuges, new drying systems and continuous ion exchange equipment were updated.

  3. Update and upgrade the test equipment. In key industries such as petrochemical industry, medicine, shipbuilding, electronics, etc., a batch of equipment will be updated around the pilot verification and inspection and testing links such as design verification, test verification and process verification, so as to enhance the engineering and industrialization capabilities. Focus on promoting the design verification link to update model manufacturing equipment, experimental analysis instruments and other equipment; In the test verification link, the mechanical test, optical test, environmental test and other test instruments are updated; In the process verification, the special test equipment such as environmental adaptability test, reliability test, process verification test and safety test, as well as special sample preparation and trial production equipment such as sample preparation, material processing, electronic assembly and mechanical processing will be updated; Electronic measurement, nondestructive testing, intelligent testing and other instruments and equipment are updated in the inspection and testing link.

  (B) the implementation of digital transformation action

  4. Promote the application of intelligent manufacturing equipment. Focus on the transformation of production operations, warehousing and logistics, quality control and other links, and promote the update of CNC machine tools and general intelligent manufacturing equipment such as basic manufacturing equipment, additive manufacturing equipment, industrial robots, industrial control equipment, intelligent logistics equipment, sensing and testing equipment. Focus on promoting the equipment manufacturing industry to update intelligent complete production lines and flexible production units for specific scenarios; The electronic information manufacturing industry promotes the integrated application of special intelligent manufacturing equipment for electronic products and automated assembly lines; The raw material manufacturing industry will speed up the deployment and application of new intelligent equipment such as unmanned transport vehicles, and promote the intelligent transformation and upgrading of major process equipment such as catalytic cracking and smelting; The consumer goods manufacturing industry promotes new modes of intelligent equipment such as flexible production and personalized customization.

  5. Accelerate the construction of smart factories. Accelerate the deep integration of the new generation of information technology with the whole process and all factors of manufacturing, and promote the breakthrough of manufacturing technology, process innovation, lean management and business process reengineering. Promote the in-depth application of new technologies such as artificial intelligence, fifth-generation mobile communication (5G) and edge computing in manufacturing, and form a number of typical scenes such as virtual test and debugging, digital process design and intelligent online detection. Promote the networking of equipment and the digital link of production links, realize the connectivity of production data, flexible manufacturing and intelligent management, and build a digital workshop. Carry out intelligent upgrading around the whole manufacturing process such as production, management and service, optimize the organizational structure and business process, and build a smart factory. Give full play to the role of industrial Internet logo analysis system, guide leading enterprises to drive upstream and downstream enterprises to transform synchronously, and build a smart supply chain.

  6. Strengthen the construction of digital infrastructure. Accelerate the large-scale deployment of new network infrastructure such as industrial Internet, Internet of Things, 5G and Gigabit optical networks, and encourage the transformation of internal and external networks of industrial enterprises. Build a fusion system of industrial basic computing resources and application capabilities, accelerate the deployment of industrial edge data centers, build edge computing facilities for specific scenarios, and promote the coordinated development of computing power at the "cloud edge". Increase the supply of high-performance intelligent computing, and build intelligent computing centers at computing hub nodes. Encourage large group enterprises and industrial parks to establish distinctive industrial Internet platforms.

  (C) the implementation of green equipment promotion action

  7. Accelerate the green transformation of production equipment. Promote the popularization and application of energy-saving and environmental protection green equipment in key energy-using industries and key links. The iron and steel industry will speed up the ultra-low emission transformation of the existing blast furnace, converter, electric furnace and other whole processes, and strive for a-level environmental performance; The building materials industry focuses on reducing pollution and carbon, saving energy and reducing consumption in the existing fields of cement, glass, building sanitary ceramics and glass fiber, and transforms and upgrades related equipment and technologies such as raw material preparation, kiln control, grinding and crushing; Non-ferrous metals industry to speed up the efficient and stable aluminum electrolysis, green copper smelting, recycling metal smelting and other green and efficient environmental protection equipment renovation; Key light industries, such as household appliances, will speed up the renewal of energy-efficient equipment at or above the second level.

  8. Promote energy efficiency upgrading of key energy-using equipment. According to the Energy Efficiency Level, Energy Saving Level and Access Level of Key Energy-using Products and Equipment (2024 Edition), focusing on the improvement of energy efficiency level, we will promote the upgrading of key energy-using equipment such as boilers, motors, transformers, refrigeration and heating air compressors, heat exchangers and pumps in various fields such as industry, and promote the application of energy-saving equipment with energy efficiency level two or above.

  9. Accelerate the application of solid waste treatment and water-saving equipment. Focusing on major industrial solid waste production industries, we will update and transform the processes with high industrial solid waste production, upgrade the equipment and facilities for comprehensive utilization of industrial solid waste and renewable resources, and improve the level of economical and intensive utilization of industrial resources. For petrochemical, steel, building materials, textile, paper, leather, food and other industries that have issued national standards for water intake (use), we will promote industrial water saving and wastewater recycling, transform industrial cooling circulation systems and wastewater treatment and recycling systems, and update a number of cooling towers and other equipment.

  (4) Implementing actions to improve the level of intrinsic safety

  10. Promote the safety transformation of old petrochemical devices. Popularize the application of continuous, micro-reaction, high-gravity reaction and other technological technologies, digital technologies such as optimal control of reactors and predictive maintenance of pumps and machines, and update old coal gasification furnaces, reactors (kettles), distillation columns, pumps, heat exchangers, storage tanks and other equipment. Properly resolve the safety risks such as high process risk of old devices, high failure rate of dynamic equipment and easy leakage of static equipment, and improve the intrinsic safety level of the industry.

  11. Improve the intrinsic safety level of civil explosive industry. Focusing on promoting the technical upgrading and transformation of industrial explosives and industrial electronic detonators production lines, and aiming at unmanned dangerous jobs, we will implement the projects of "mechanized substitution of people, automatic reduction of people" and "robot substitution of people" to increase the popularization and application of safety technology and equipment. Focus on upgrading the fixed production line of industrial explosives, the production point of on-site mixed explosives, the on-site mixed explosive vehicle and the detonator loading and assembly production line.

  12. Promote the application of applicable safety equipment. Increase the promotion and application of safety equipment in key areas, and promote the upgrading and equipment of safety emergency monitoring and early warning, fire fighting systems and equipment, intelligent safety emergency equipment and individual protective equipment at the whole society level. Around the industrial production safety accidents, earthquake geological disasters, flood disasters, urban waterlogging disasters, urban special scene fires, forest and grassland fires, emergency life rescue, community family safety emergency and other key scenes, we will promote the application of reliable safety equipment.

  Third, safeguard measures

  (1) Increase fiscal and taxation support. We will increase financial support for equipment renewal and technological transformation in the industrial field, and include qualified key projects in the scope of financial support such as investment in the central budget. Increase tax incentives for energy-saving and water-saving, environmental protection and safety production special equipment, and include digital and intelligent transformation in the preferential scope.

  (2) Strengthen the guidance of standards. We will formulate and revise a number of standards related to energy saving and carbon reduction, environmental protection, safety and recycling around key industries, implement industrial energy saving and green standardization actions, formulate the Catalogue of Safety Emergency Equipment (Promotion), promote the Recommended Catalogue of National Energy Saving and Carbon Reduction Technologies and Equipment in Industry and Informatization, and guide enterprises to implement equipment updating and technical transformation according to the standards.

  (3) Strengthen financial support. Set up special refinancing loans for scientific and technological innovation and technological transformation, and guide financial institutions to strengthen their support for equipment renewal and technological transformation. Give full play to the role of national industrial integration as a platform, work out a guiding plan for technological transformation and upgrading of industrial enterprises, strengthen the docking between banks and enterprises, recommend key technological transformation projects with financing needs to financial institutions, and increase medium and long-term loans for manufacturing industries.

  (4) Strengthen factor protection. Encourage local governments to strengthen the protection of essential resources for technological transformation projects of enterprises, include land use and energy consumption involved in technological transformation projects in the scope of priority protection, and promote the commitment filing system for technological transformation projects that do not add new land and mainly update equipment, and simplify the preliminary examination and approval procedures.

  The competent departments of industry and information technology in each region take the lead in organizing and implementing the equipment renewal work in the industrial field in this region. It is necessary to improve the working mechanism, do a good job in policy interpretation, strengthen coordination, strengthen the linkage between the central and local governments, establish a key project library, and promote the implementation of various tasks.
